Post of INTERNAL CONTROL OFFICER/SENIOR INTERNAL CONTROL OFFICER

Applications are invited from qualified candidates who wish to be considered for appointment at the Food and Agricultural Research and Extension Institute (FAREI) in the post of Internal Control Officer/Senior Internal Control Officer
Appointment to the post will be initially on a temporary basis for a period of one year. Subject to satisfactory service, candidates may be offered substantive appointment.

I AGE LIMIT
Candidates unless already employed in the public service or in parastatal organisations should not have reached their 45th birthday by the closing date for the submission of applications.

II. QUALIFICATIONS
By selection from among serving officers who hold a substantive appointment and who –
(i) have successfully completed all papers of Fundamentals (Knowledge) and Paper F4 of Fundamentals (Skills) of the ACCA Examinations
or
(ii) have obtained the Certificate in Business Accounting (Foundation Level) of the CIMA Examinations (New Syllabus)
or
(iii) possess equivalent qualifications to (i) and (ii) above acceptable to the Board.
NOTE
In the absence of qualified serving officers, by selection from among candidates who –
A. (i) have successfully completed all papers of Fundamentals (Knowledge) and Paper F4 of Fundamentals (Skills) of the ACCA Examinations
or
(ii) have obtained the Certificate in Business Accounting (Foundation Level) of the CIMA Examinations (New Syllabus)
OR
Equivalent qualifications to A (i) and A (ii) above acceptable to the Board.
B. Candidates should be computer literate.
Candidates should produce written evidence of knowledge claimed.


III. SALARY
The temporary appointment will carry flat salary at the rate of Rs19,850 a month.
The permanent and pensionable post carries salary in scale:
Rs19,850 x 325 – 21,475 x 375 – 22,225 x 400 – 23,425 x 525 – 26,050 x 675 – 27,400 x 825 – 35,650 x 900 – 37,450 x 950 – 42,200 x 1,300 – 46,100 (FAREI 26)


IV. LIST OF DUTIES
1. To be responsible to the Internal Auditor/Senior Internal Auditor in matters relating to audit operations at the FAREI.
2. To carry out internal audit in Finance, stores, transport and other operations of the FAREI in accordance with internal audit programmes and procedures.
3. To ensure that financial accounting and stores regulations are correctly applied and fully complied with.
4. To report on any discrepancy or irregularity.
5. To devise ways and means to improve the system of checking with a view to preventing fraud, duplication of work and exercising better internal control.
6. To examine payments of accounts cheques and orders, paysheets and payrolls, stores and stationery, revenue derived from all sources, receipts.
7. To check and vouch documents relating to all issues and receipts.
8. To supervise the work of subordinate staff.
9. To provide training and guidance to subordinate staff.
10. To exercise proper control on asset registers of plants and machinery, tools and equipment.
11. To use ICT in the performance of his duties.
12. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Internal Control Officer/Senior Internal Control Officer in the roles ascribed to him.

V. MODE OF APPLICATION
Qualified candidates may collect the application form during working hours at the Food and Agricultural Research and Extension Institute, Head Office, Reduit or may download the application form from the website of FAREI (farei.mu).
Instructions to candidates:
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates, and Identity Card must be attached to the application form.
5. Documentary evidence will have to be submitted for experience claimed & should be attached at the time of application.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted.

VI. CLOSING DATE
The duly completed application form should reach the Ag. Chief Executive Officer, FAREI, Head Office, Reduit, not later than 3.00 p.m. on 12 April 2024.
