Post of INTERNAL AUDITOR/SENIOR INTERNAL AUDITOR

Applications are invited from qualified candidates who wish to be considered for appointment in the post of Internal Auditor/Senior Internal Auditor at the Food and Agricultural Research and Extension Institute (FAREI).

Appointment to the post will be initially on a temporary basis for a period of one year. Subject to satisfactory service, candidate may be offered substantive appointment.

I. AGE LIMIT
Candidates unless already employed in the public service or in parastatal organisations should not have reached their 45th birthday by the closing date for the submission of applications.

II. QUALIFICATIONS :

A. A pass at the final examination required for admission to membership of one of the following bodies –
(i) The Institute of Chartered Accountants of England and Wales;
(ii) The Institute of Chartered Accountants of Scotland;
(iii) The Institute of Chartered Accountants of Ireland;
(iv) The Association of Chartered Certified Accountants;
(v) The Chartered Institute of Management Accountants;
(vi) The Chartered Institute of Public Finance and Accountancy.

B. Candidates should –
(a) be registered with the Mauritius Institute of Professional Accountants (MIPA) in accordance with Section 51(2) of the Financial Reporting Act 2004;
(b) reckon at least three years’ experience in financial management in the Public Sector;
(c) possess good problem-solving and analytical skills;
(d) possess good interpersonal and communication skills; and
(e) be computer literate.
Candidates should provide written evidence of experience/knowledge claimed.

III. SALARY
The temporary appointment will carry flat salary at the rate of Rs 30,700 a month.
The permanent and pensionable post carries salary in scale:
Rs 30700 x 825 – 35650 x 900 – 37450 x 950 – 42200 x 1300 – 46100 x 1575 – 49250 x 1650 – 54200 x 1700 – 64400 x 1800 – 69800 (FAREI 41)

IV. LIST OF DUTIES
1. To be responsible to the Chief Executive Officer for ensuring daily internal control and audit in matters related to finance, accounting, stores, transport and other operations.
2. To design and implement adequate control system and internal audit programmes.
3. To identify weaknesses in management and accounting systems and submit recommendations for remedy and improvement.
4. To liaise with the parent Ministry, National Audit Office, the Management Audit Bureau or such other relevant institutions on matters relating to internal control and audit.
5. To analyse findings of internal control and audit reports and, where necessary, conduct further investigations and make appropriate recommendations.
6. To ensure that audit recommendations are satisfactorily implemented.
7. To undertake special audit investigations as directed by the Chief Executive Officer.
8. To maintain adequate documentation and record of all internal control and audit work.
9. To ascertain compliance with statutory provisions and internal regulations.
10. To maintain close communication links with heads of department and external auditors to ensure co-ordinated action.
11. To supervise the work of subordinate staff.
12. To train subordinate staff and to prepare audit guides and instructions.
13. To assist in the implementation of the Performance Management System (PMS) in the section.
14. To use ICT in the performance of his duties.
15. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Internal Auditor/Senior Internal Auditor in the roles ascribed to him

V. MODE OF APPLICATION

Instructions to candidates:
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates and Identity Card must be attached to the application form.
5. Evidence will have to be submitted for experience claimed.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted.

VI. CLOSING DATE
The duly completed application form should reach the Chief Executive Officer, FAREI, Head Office, Reduit, not later than 3.00 p.m. on 19 December 2023.
