HUMAN RESOURCE OFFICER/SENIOR HUMAN RESOURCE OFFICER

 

Applications are invited from qualified candidates who wish to be considered for appointment in the post of Human Resource Officer/Senior Human Resource Officer at the Food and Agricultural Research and Extension Institute (FAREI).
Appointment to the post will be initially on a temporary basis for a period of six months. Subject to satisfactory service, candidates may be offered substantive appointment.

II. QUALIFICATIONS
A. By selection from among employees holding a Diploma in Human Resource Management or Personnel Management or a Diploma with Human Resource Management as a major component from a recognised institution or an equivalent qualification acceptable to the Board of the Food and Agricultural Research and Extension Institute.
B. Candidates should also:-
(i) reckon at least three years’ experience in Human Resource Management;
(ii) have a sound knowledge of human resource policies, rules and regulations, practices and latest trends in human resource management;
(iii) possess good interpersonal and communication skills;
(iv) possess good analytical and problem-solving skills; and
(v) be computer literate.

Candidates should produce written evidence of experience/knowledge claimed.

III. SALARY
The temporary appointment will carry flat salary at the rate of Rs 24,475 a month.
The permanent and pensionable post carries salary in scale:
Rs 24475 x 525 – 26050 x 675 – 27400 x 825 – 35650 x 900 – 37450 x 950 – 42200 x 1300 – 46100 (FAREI 27)

IV. LIST OF DUTIES:
1. To advise on the interpretation of rules and regulations pertaining to human resource management and implementation of human resource policies so that all officers are treated fairly and equitably.
2. To provide guidance and support in the implementation of the Performance Management System.
3. To draft and process schemes of service and revise existing ones to meet organisational needs in terms of new roles and responsibilities.
4. To manage the attendance of staff in line with approved guidelines and advise on any remedial actions, whenever required.
5. To assist the HR Manager in maintaining of an updated e-HR system.
6. To assist the HR Manager in the keeping of staffing requirements under constant review through job inspection, deployment and placement of staff and regular manpower assessments.
7. To assist the HR Manager in the human resource planning and the preparation of annual HR budget in terms of the number of staff and skill level required.
8. To assist in the design and development of work procedures.
9. To act as member/secretary of Committees relating to human resource matters.
10. To attend Court/Tribunal and other related institutions in respect of cases relating to human resource matters and ensure follow-up action.
11. To supervise and provide guidance and coaching to subordinate staff.
12. To assist the HR Manager in the:
(a) establishment of well-defined disciplinary procedures;
(b) prompt resolution of conflicts and employees’ grievances at all levels through negotiation and discussion; and
(c) promotion of good employee relations.

13. To use ICT in the performance of his duties.
14. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Human Resource Officer / Senior Human Resource Officer in the roles ascribed to him.

V. MODE OF APPLICATION

Instructions to candidates:
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates and Identity Card must be attached to the application form.
5. Documentary evidence will have to be submitted for experience claimed and should be attached at the time of application.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted. The onus of submission of applications to reach the Chief Executive Officer’s office in time lies solely with the applicants.
