Applications are invited from qualified candidates who wish to be considered for appointment in the post of Accounts Officer/Senior Accounts Officer at the Food and Agricultural Research and Extension Institute (FAREI).
Appointment to the post will be initially on a temporary basis for a period of six months. Subject to satisfactory service, candidates may be offered substantive appointment.
II. AGE LIMIT
Candidates unless already employed in the public service or in parastatal organisations should not have reached their 45th birthday by the closing date for the submission of applications.
III. QUALIFICATIONS
I. By selection from among officers in the grade of Accounts Clerk of the Food and Agricultural Research and Extension Institute who reckon at least two years’ service in a substantive capacity in the grade and who possess –
A. a Cambridge Higher School Certificate with a pass at “Principal Level” in Mathematics or Accounting or Passes in at least two subjects including Mathematics or Accounting obtained on one certificate at the General Certificate of Education “Advanced Level”; and
B. a diploma in Accounting from a recognised institution or passes in Papers F1, F2 and F3 of the Fundamentals (Knowledge) (formerly Part 1) of the ACCA Examinations.
OR
Equivalent qualifications to A and B above acceptable to the Board.
NOTE
In the absence of officers of the Food and Agricultural Research and Extension Institute who do not possess the qualifications at A and B above, by selection from among candidates who possess –
(i) a Cambridge Higher School Certificate with a pass at “Principal Level” in Mathematics or Accounting or Passes in at least two subjects including Mathematics or Accounting obtained on one certificate at the General Certificate of Education “Advanced Level”; and
(ii) a diploma in Accounting from a recognised institution or passes in Papers F1, F2 and F3 of the Fundamentals (Knowledge) (formerly Part 1) of the ACCA Examinations.
OR
Equivalent qualifications to (i) and (ii) above acceptable to the Board.
II. Candidates should –
(i) possess analytical skills
(ii) be computer literate and have knowledge of standard software package; and
(iii) reckon at least two years’ experience in financial duties.
Candidates should produce written evidence of knowledge/experience claimed.
IV. SALARY
The temporary appointment will carry flat salary at the rate of Rs 24,475 a month.
The permanent and pensionable post carries salary in scale:
Rs 24475 x 525 – 26050 x 675 – 27400 x 825 – 35650 x 900 – 37450 x 950 – 42200 x 1300 – 46100 x 1575 – 49250 (FAREI 30)
V. LIST OF DUTIES:
1. To be responsible to the Accountant or the Manager, Finance for the day-to-day running of the Accounts Department and the supervision of its staff.
2. To ensure that financial accounting and stores regulations are understood, correctly applied and fully complied with.
3. To control and discharge expenditure and payments in compliance with regulations.
4. To control and collect revenue and receipts and ensure the safekeeping and banking thereof.
5. To exercise budgetary control and ensure the proper care and control of funds, stores, etc.
6. To attend to audit queries on financial issues, provide materials for proper replies and take corrective measures, as directed.
7. To prepare and submit financial statements/returns, as and when required.
8. To ensure that financial accounting and stores regulations are understood, correctly applied and fully complied with.
9. To guide and train subordinate staff.
10. To use ICT in the performance of his duties, whenever required.
11. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Accounts Officer/Senior Accounts Officer in the roles ascribed to him.
VI. MODE OF APPLICATION
Qualified candidates are kindly requested to call during working hours at the Food and Agricultural Research and Extension Institute, Head Office, Reduit to collect the application form or to download the application form from the website of FAREI (farei.mu). A list of duties of the post is also available on the website.
Instructions to candidates:
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates and Identity Card must be attached to the application form.
5. Documentary evidence will have to be submitted for experience claimed and should be attached at the time of application.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Higher Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted. The onus of submission of applications to reach the Chief Executive Officer’s office in time lies solely with the applicants.

VII. CLOSING DATE
The duly completed application form should reach the Chief Executive Officer, FAREI, Head Office, Reduit, not later than 3.00 p.m. on 24.07.2024.
