Notification of Vacancy

Post of Accounts Clerk

Applications are invited from qualified candidates who wish to be considered for appointment at the Food and Agricultural Research and Extension Institute (FAREI) for the post of Accounts Clerk.
Appointment to the post will be initially on a temporary basis for a period of one year. Subject to satisfactory service, candidates may be offered substantive appointment.

Candidates who submitted an application for the post of Accounts Clerk, advertised on 05 November 2022, need not resubmit a fresh application.

I. AGE LIMIT
Candidates unless already employed in the public service or in parastatal organisations should not have reached their 45th birthday by the closing date for the submission of applications.

II. QUALIFICATIONS
A. A Cambridge Higher School Certificate with a pass at “Principal Level” in Accounting or passes in at least two subjects including Accounting obtained on one certificate at the General Certificate of Education “Advanced Level” or an equivalent qualification acceptable to the Board.
B. (i) A pass in Accounting at Third Level of the London Chamber of Commerce and Industry and at least two years’ experience in finance/audit duties.
                   OR
(ii) A Certificate in Book Keeping (Level 2) formerly Intermediate Stage from the London Chamber of Commerce and Industry and at least four years’ experience in finance/audit duties.
                   OR
Equivalent qualification to B(i) and B(ii) above acceptable to the Board.
C. A Certificate in Spreadsheet or knowledge of Computer Operation and standard software packages
Candidates should produce written evidence of experience/knowledge claimed.

III. SALARY
The temporary appointment will carry flat salary at the rate of Rs 19,850 a month. The permanent and pensionable post carries salary in scale:
Rs19,850 x 325 – 21,475 x 375 – 22,225 x 400 – 23,425 x 525 – 26,050 x 675 – 27,400 x 825 – 35,650 x 900 – 37,450 (FAREI 20).

IV. LIST OF DUTIES
1. To ensure that all the financial transactions of the organisation are properly accounted for in accordance with basic principles of Financial Management.
2. To ensure the correct financing of organisational policy with all safeguards against waste and loss.
3. To maintain a proper system of accounts and to guard against irregularities.
4. To assist in the preparation and maintaining of Estimates.
5. To keep proper, complete and up to date records of all financial transactions such as cash books, ledgers and registers.
6. To assist in the preparation of returns.
7. To attend to audit queries.
8. To effect payments in time.
9. To ensure that financial accounting and procurement regulations are understood, correctly applied and fully complied with.
10. To use ICT in the performance of his duties.
11. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Accounts Clerk in the roles ascribed to him.

V. MODE OF APPLICATION

Instructions to candidates are:
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates and Identity Card must be attached to the application form.
5. Documentary evidence will have to be submitted for experience claimed & should be attached at the time of application.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted.
