Applications are invited from qualified candidates who wish to be considered for appointment in the post of HR Manager at the Food and Agricultural Research and Extension Institute (FAREI).
Appointment to the post will be on a temporary basis for a period of one year in the first instance. Subject to satisfactory service, candidates may be offered substantive appointment.
II. AGE LIMIT
Candidates unless already employed in the public service or in parastatal organisations should not have reached their 40th birthday by the closing date for the submission of applications.
III. QUALIFICATIONS
A. A degree in Human Resource Management or a degree with Human Resource Management as a major component from a recognised institution or an equivalent qualification acceptable to the Board.
B. Candidates should –
(i) reckon at least four years’ post qualification experience in a senior position in the field of human resource management;
(ii) possess good leadership and strong communication, interpersonal and negotiation skills;
(iii) possess good problem-solving skills and the ability to analyse complex human resource matters;
(iv) have the ability to work in a multi-disciplinary team;
(v) be capable to work under pressure and meet tight deadlines; and
(vi) be computer literate.
Candidates should produce written evidence of experience/knowledge claimed.
IV. SALARY
The temporary appointment will carry flat salary at the rate of Rs 30,700 a month.
The permanent and pensionable post carries salary in scale:
Rs 30,700 x 825 – 35,650 x 900 – 37,450 x 950 – 42,200 x 1,300 – 46,100 x 1,575 – 49,250 x 1650 – 54,200 x 1700 – 64,400 x 1800 – 69,800 a month.
V. ROLE AND RESPONSIBILITIES
To be responsible for providing professional human resource services as well as co-ordinating and implementing human resource policies, strategies, systems and processes in line with the goals and objectives of the Food and Agricultural Research and Extension Institute (FAREI).
LIST OF DUTIES:
1. To be responsible for the day-to-day management of the human resource at FAREI.
2. To advise on human resource matters in accordance with rules and regulations pertaining to human resource management and to implement human resource policies.
3. To ensure that –
(i) human resource policies, rules, regulations and procedures are properly interpreted and consistently applied so that all employees are treated fairly and equitably; and
(ii) schemes of service are properly drafted and existing ones are reviewed to meet organisational needs in terms of roles and responsibilities.
4. To carry out human resource planning and forecasting to match human resource requirements in terms of number, roles and level of responsibilities with organisational needs.
5. To ensure the successful implementation and sustainability of all modernisation, reforms and change management initiatives in the field of human resource management.
6. To prepare the annual budget concerning staffing and related matters.
7. To assist in carrying out studies and research work in problem area.
8. To advise on the structural efficiency of FAREI and make recommendations for improving organisational design.
9. To ensure monitoring of discipline and grievance issues, provide advice as required and propose changes to existing policies or procedures where appropriate.
10. To manage the design and implementation of a health, safety and welfare policy to ensure that all staff work in a conducive and safe environment and ensure that the organisation operates in compliance with provisions of the law.
11. To modernise human resource processes making use of IT tools and software packages, so as to improve efficiency and effectiveness.
12. To conduct Training Needs Analysis, assist in the mounting of appropriate training courses and to evaluate effectiveness of training.
13. To supervise and provide proper guidance and coaching to subordinate staff.
14. To ensure that an appropriate human resource information system is set up and maintained to provide management with up to date information/statistics for decision purposes.
15. To act as chairperson/member/secretary of boards and committees relating to human resource matters.
16. To attend Court/Tribunal in respect of cases relating to human resource matters and to ensure proper follow–up action.
17. To promote good employee relations and staff welfare and take prompt action to settle grievances and conflicts.
18. To manage and ensure implementation of the FAREI’s Performance Management System linking results of the appraisals with other human resource practices.
19. To use ICT in the performance of his duties.
20. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the HR Manager in the roles ascribed to him.
VI. MODE OF APPLICATION

Instructions to candidates :
1. Only application made on the prescribed form will be accepted.
2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
3. Applicant should possess all certificates/qualifications at time of application.
4. Copy of certificates and Identity Card must be attached to the application form.
5. Documentary evidence will have to be submitted for experience claimed and should be attached at the time of application.
6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
7. The post applied for should be clearly marked on the top left-hand corner of the envelope.
8. Application received after closing date will not be accepted.
