Notification of Internal Vacancies

Applications are invited from qualified candidates who wish to be considered for appointment at the Food and Agricultural Research and Extension Institute (FAREI) in the following posts:

1. ASSISTANT PROCUREMENT AND SUPPLY OFFICER (ANNEX 1)
2. DRIVER (ANNEX 2)
3. DRIVER (HEAVY VEHICLE) (ANNEX 3)
4. FIELD SUPERVISOR (ANNEX 4)
5. GARDENER/NURSERY ATTENDANT (ANNEX 5)
6. HANDY WORKER (ANNEX 6)
7. OFFICE ATTENDANT/CARETAKER (ANNEX 7)

Appointment to the post will be on a temporary basis for a period of six months in the first instance. Subject to satisfactory service, candidates may be offered substantive appointment.

I MODE OF APPLICATION
Candidates should submit their applications on the prescribed application form which, may be obtained from the Registries of the Institute or downloaded from website of FAREI (farei.mu).

NOTE
(i) Only application made on the prescribed form will be accepted.
(ii) Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.
(iii) Applicants should possess all certificates/qualifications at time of application.
(iv) Copy of certificates and National Identity Card must be attached to the application form
(v) Documentary evidence will have to be submitted for experience claimed and should be attached at the time of application.
(vi) The completed form should contain full details regarding the applicant’s experience, qualifications and other factors which would qualify him to carry out the duties of the post.
(vii) The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date.
(viii) The post applied for should be clearly marked on the top left-hand corner of the envelope.
(ix) Application received after closing date will not be accepted. The onus of submission of applications to reach the Chief Executive Officer’s office in time lies solely with the applicants.

FAREI reserves the right
      (i) to convene only the best qualified candidates for interview.
     (ii) not to fill any vacancy.

II CLOSING DATE

The duly completed application form should reach the Chief Executive Officer, FAREI, Head Office, Reduit, not later than 3.00 p.m. on 05 November 2021.

ANNEX 1
POST OF ASSISTANT PROCUREMENT AND SUPPLY OFFICER
INTERNAL VACANCY
I. QUALIFICATIONS

By selection from among officers in the grade of Management Support Officer on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who –
(i) reckon at least four years’ service in a substantive capacity in the grade or an aggregate of at least four years’ service in a substantive capacity in the grade of Management Support Officer and the former grade of Clerk/Word Processing Operator;
(ii) are conversant with Procurement and Supply Management including basic principles in procurement, supply and warehouse operations and any other relevant Financial and Supplies law/regulation; and
(iii) have initiative and judgement in problem-solving.

II. SALARY

The temporary appointment will carry flat salary at the rate of Rs 17,375 a month.
The permanent and pensionable post carries salary in scale:
Rs 17,375 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200 x 775 – 32,500 (FAREI 23)

III. LIST OF DUTIES

1. To assist the Procurement and Supply Officer/Senior Procurement and Supply Officer in procurement, storekeeping and stock control duties in accordance with procurement and supply regulations and procedures in force.
2. To assist in any assignment related to procurement, supply and warehouse operations.
3. To ensure that slow moving stocks or obsolete stocks are identified, listed and reported upon.
4. To keep proper records of all receipts and issues of stores and stationeries.
5. To verify that physical quantities tally with quantities in stores ledger.
6. To keep and update stores records.
7. To use ICT in the performance of his duties.
8. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from Assistant Procurement and Supply Officer in the roles ascribed to him.
Note

Assistant Procurement and Supply Officers may be required to take charge of small units of the Institute, and, in such cases, will be responsible for the smooth functioning of the units.

ANNEX 2
POST OF DRIVER – INTERNAL VACANCY
I QUALIFICATIONS:

By selection from among serving employees on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who:
(i) possess the Certificate of Primary Education;
(ii) possess a valid driving licence (manual gears) to drive cars or vans or minibuses or light tractors or lorries up to 5 tons;
(iii) have a basic knowledge of mechanics and simple vehicle maintenance; and
(iv) have good eyesight.

NOTE 1

In the absence of candidates not possessing the qualification at (i) above, consideration will be given provided they show proof of being literate.

NOTE 2
Selected candidates will be required to undergo a medical test to assess their eyesight.

II SALARY:

Flat Salary at the rate of Rs12,750. The permanent and pensionable post carries salary in scale:
Rs 12,750 x 260 – 14,050 x 275 – 15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200 (FAREI 9 )

III LIST OF DUTIES:

1. To drive vehicles of the Institute for the conveyance of staff and visitors, materials and equipment in connection with the activities of the organisation.
2. To carry out simple checks/maintenance tasks including:
(a) checking of radiator or overflow tank for water level and filling up with water, if necessary;
(b) checking of engine oil-level and topping up, if necessary, and reporting any unusual oil consumption;
(c) checking of fluid levels of brake master cylinder and clutch master cylinder and topping up, if necessary;
(d) checking of wheel nuts for wheel tightness and checking of all wheels including spare wheel for the tyre pressure and uneven/abnormal wear;
(e) monitoring mileage run/period vehicle is used, and inform the officer-in-charge of transport when servicing is due;
(f) washing and cleaning the vehicle’s body and interiors;
(g) ensuring that the interior of the vehicle is kept clean at all times and free of dust;
(h) checking of battery electrolyte level and topping up, as and when necessary; and
(i) checking of all lights, horn, wipers, brake and clutch to ensure that they are in good working condition.
3. To report any defect observed to the officer-in-charge of transport and take vehicle to workshop for repair/servicing as instructed by the latter.
4. To attend to minor repairs such as cleaning of spark plugs, replacing of fuse or bulb, changing of tyres and making arrangements for mending of punctures in the event of breakdown on the road.
5. To help, whenever required, the mechanic when the vehicle under his charge breaks down on the road and has to be towed or repaired on the spot.
6. To keep a log book and record issue of fuel, all movements, tyres and battery changes.
7. To perform messengerial duties such as running errands, despatch of correspondence and distribution of files and documents, as and when required.
8. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Driver in the roles ascribed to him.

NOTE
1. Drivers may be required to work outside normal working hours including Sundays and Public Holidays.
2. Drivers should abide by the provisions of the Financial Management Kit concerning responsibilities of a Driver for his vehicle.

ANNEX 3
POST OF DRIVER (HEAVY VEHICLE) – INTERNAL VACANCY

I. QUALIFICATIONS:

By selection from among employees on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who –
(i) possess the Certificate of Primary Education;
(ii) possess a valid Heavy Vehicle Driving Licence;
(iii) have basic knowledge of mechanics and simple vehicle maintenance; and
(iv) have good eyesight.

NOTE
Selected candidates will be required to undergo a medical test to assess their eyesight

II. SALARY:

Rs 14,875 x 275 – 15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200 x 775 – 25,525 (FAREI 16)

III. LIST OF DUTIES:

1. To drive buses, lorries and other vehicles above 5 tons.
2. To carry out simple maintenance tasks including –
      (a) washing and cleaning of cabin (exterior and interior) and chassis; and
      (b) checking of radiator, engine oil pump, brake and clutch, master cylinders, wheel nuts for wheel tightness.
3. To help, whenever required, the mechanics when the vehicle or engine is under repair.
4. To report any defect to the responsible officer.
5. To keep a log book.
6. To effect minor repairs to vehicles on the road, including changing of tyres.
7. To perform such other duties directly related to the duties listed above or related to the delivery of the output and results expected from Driver (Heavy Vehicles > 5 tons) in the roles ascribed to him.

 Note
1. Drivers (Heavy Vehicles > 5 tons) may be required to work outside normal working hours including Sundays and Public Holidays.
2. Drivers (Heavy Vehicles > 5 tons) should abide by the existing provisions ofthe Financial Management Kit concerning responsibilities of a Driver for his vehicle.

ANNEX 4
POST OF FIELD SUPERVISOR – INTERNAL VACANCY

I QUALIFICATIONS:

By selection from among employees on the permanent and pensionable establishment of the Food Agricultural Research and Extension Institute (FAREI) who:
(i) possess a Certificate in Primary Education;
(ii) reckon at least five years’ satisfactory service in their respective grades;
(iii) have the ability to supervise workers and maintain discipline among them; and
(iv) have practical knowledge of field work relevant to agriculture and are able to recognise common vegetables, fruit crops, ornamentals and weeds.

NOTE 1
Candidates not possessing the qualification at (i) above will also be considered provided they show proof of being literate.

II SALARY

Flat Salary at the rate of Rs14,050. The permanent and pensionable post carries salary in scale:
Rs 14,050 x 275 -15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200 (FAREI 10)

III LIST OF DUTIES

1. To distribute work among the workers under his supervision and maintain discipline among them.
2. To ensure that the work is properly performed and is of reasonable quantity.
3. To make simple measurements and keep simple records of the work done.
4. To receive and control plants and materials delivered on site of work.
5. To record attendance of labourers/workers in the books.
6. To keep an inventory of the tools and materials issued to workers under his supervision and to arrange for the safekeeping of the unused materials on sites of work.
7. To transmit applications for leave received from the workers under his supervision.
8. To report to his superior officer any misconduct or insubordination and any grievances of the workers under his supervision.
9. To ensure that all employees under his supervision use their personal protective clothing and equipment.
10. To ensure that tools and equipment issued to workers are properly used, kept and simple maintenance carried out.
11. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from Field Supervisor in the roles ascribed to him.

ANNEX 5
POST OF GARDENER/NURSERY ATTENDANT – INTERNAL VACANCY

I QUALIFICATIONS:

A. By selection from among General Workers on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who:
(i) possess the Certificate of Primary Education; and
(ii) reckon at least four years’ experience in gardening and nursery techniques.
B. Candidates should possess knowledge of elementary planting and grafting techniques.
Candidates should produce written evidence of knowledge claimed.

II SALARY:

Flat Salary at the rate of Rs11,970. The permanent and pensionable post carries salary in scale:
Rs 11,970 x 260 – 14,050 x 275 -15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 20,050 (FAREI 5).

III LIST OF DUTIES:

1. To perform such duties as scything, slashing, pruning hedges, mowing lawns, preparing seedbeds, potting and spraying.
2. To be able to utilize a lawn mower and remedy simple faults if any.
3. To maintain lawns, herbs and hedges in good condition.
4. To handle, transfer, plant tissue culture plantlets /cuttings /seedlings and generally maintain all plants under his responsibility under good growing condition.
5. To perform general nursery work.
6. To carry out spraying of plants.
7. To be responsible for equipment, furniture and fittings being used by him;
8. To collect fruits, seeds and cuttings.
9. To assist in sales and delivery of plants.
10. To be responsible for the cleaning of building, nursery equipment, furniture and fittings, safety transfer and stock taking of plants under his care.
11. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Gardener/Nursery Attendant in the roles ascribed to him.

ANNEX 6
POST OF HANDY WORKER – INTERNAL VACANCY

I QUALIFICATIONS:

By selection from among General Workers on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who possess the Certificate of Primary Education.

NOTE 1
In the absence of General Workers possessing the Certificate of Primary Education, consideration will be given to those who show proof of being literate.

II SALARY:

Flat Salary at the rate of Rs10,950. The permanent and pensionable post carries salary in scale:
Rs 10950 x 250 – 11,450 x 260 – 14,050 x 275 – 15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 18,450 (FAREI 2)

III LIST OF DUTIES:

1. To perform manual work such as weeding, digging trenches, cleaning, trimming hedges, harvesting vegetables, cutting fodder, planting grass and mowing.
2. To clean offices, lavatories and toilets.
3. To handle, carry, pack load and unload store items and other materials.
4. To clean premises and maintain the physical environment at a good standard.
5. To undertake simple jobs in relevant trades.
6. To accompany in lorries and help in case of breakdown.
7. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from Handy Worker in the roles ascribed to him.

ANNEX 7
POST OF OFFICE ATTENDANT/CARETAKER – INTERNAL VACANCY

I QUALIFICATIONS:

By selection from among employees on the permanent and pensionable establishment of the Food and Agricultural Research and Extension Institute (FAREI) who –
(i) reckon at least five years’ service in their respective grades; and
(ii) show proof of having sat for the Cambridge School Certificate.
(iii) possess qualities such as reliability and trustworthiness;
(iv) have a positive attitude towards work and be able to get on well with people; and
(v) have the ability to communicate in English and French.

II SALARY:

Flat Salary at the rate of Rs 11,970. The permanent and pensionable post carries salary in scale:

III LIST OF DUTIES:

1. To open and close offices and buildings.
2. To clean premises and to maintain the physical environment at a good standard.
3. To run official errands, including the despatch of correspondence, forms and materials and the distribution of files and documents and faxes.
4. To usher in /guide visitors to the schedule officers and maintain a record of such visits, if so required.
5. To operate a telephone switchboard/PABX console.
6. To operate simple office equipment such as duplicating machines, photocopying machines, simple binding, etc.
7. To answer calls or bells.
8. To collect keys and deposit same from/to Police Station/Police Post.
9. To ensure that all switches/lights are turned off before leaving office every afternoon.
10. To be in attendance at the reception counter of an office at FAREI, as and when required.
11. To assist in the arrangement of furniture and equipment within office premises.
12. To effect postage, payment of bills and bank deposits.
13. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Office Attendant/Caretaker in the roles ascribed to him.
