Subject to satisfactory service, candidates may be offered substantive appointment.<\/strong><\/p><p><strong>I AGE LIMIT<\/strong><br \/>Candidates unless already employed in the public service or in parastatal organisations should not have reached their 45th birthday by the closing date for the submission of applications.<\/p><p><span style=\"text-decoration: underline;\"><strong>II. QUALIFICATIONS<\/strong><\/span> <br \/>A. A pass at the final examination required for admission to membership of one of the following bodies \u2013<\/p><p style=\"padding-left: 40px;\">(i) The Institute of Chartered Accountants of England and Wales;<br \/>(ii) The Institute of Chartered Accountants of Scotland;<br \/>(iii) The Institute of Chartered Accountants of Ireland;<br \/>(iv) The Association of Chartered Certified Accountants;<br \/>(v) The Chartered Institute of Management Accountants;<br \/>(vi) The Chartered Institute of Public Finance and Accountancy.<\/p><p>B. Candidates should \u2013<\/p><p style=\"padding-left: 40px;\">(a) be registered with the Mauritius Institute of Professional Accountants (MIPA) in accordance with Section 51(2) of the Financial Reporting Act 2004;<br \/>(b) reckon at least three years\u2019 experience in financial management in the Public Sector;<br \/>(c) possess good problem-solving and analytical skills;<br \/>(d) possess good interpersonal and communication skills; and<br \/>(e) be computer literate.<\/p><p>Candidates should provide written evidence of experience\/knowledge claimed.<\/p><p><span style=\"text-decoration: underline;\"><strong>III. SALARY<\/strong><\/span><br \/>The temporary appointment will carry flat salary at the rate of Rs 30,700 a month. <br \/>The permanent and pensionable post carries salary in scale:<br \/>Rs 30700 x 825 &#8211; 35650 x 900 &#8211; 37450 x 950 &#8211; 42200 x 1300 &#8211; 46100 x 1575 &#8211; 49250 x 1650 &#8211; 54200 x 1700 &#8211; 64400 x 1800 &#8211; 69800 (FAREI 41)<\/p><p><span style=\"text-decoration: underline;\"><strong>IV. LIST OF DUTIES<\/strong><\/span><br \/>1. To be responsible to the Chief Executive Officer for ensuring daily internal control and audit in matters related to finance, accounting, stores, transport and other operations. <br \/>2. To design and implement adequate control system and internal audit programmes.<br \/>3. To identify weaknesses in management and accounting systems and submit recommendations for remedy and improvement.<br \/>4. To liaise with the parent Ministry, National Audit Office, the Management Audit Bureau or such other relevant institutions on matters relating to internal control and audit.<br \/>5. To analyse findings of internal control and audit reports and, where necessary, conduct further investigations and make appropriate recommendations.<br \/>6. To ensure that audit recommendations are satisfactorily implemented.<br \/>7. To undertake special audit investigations as directed by the Chief Executive Officer.<br \/>8. To maintain adequate documentation and record of all internal control and audit work.<br \/>9. To ascertain compliance with statutory provisions and internal regulations.<br \/>10. To maintain close communication links with heads of department and external auditors to ensure co-ordinated action.<br \/>11. To supervise the work of subordinate staff.<br \/>12. To train subordinate staff and to prepare audit guides and instructions.<br \/>13. To assist in the implementation of the Performance Management System (PMS) in the section.<br \/>14. To use ICT in the performance of his duties.<br \/>15. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Internal Auditor\/Senior Internal Auditor in the roles ascribed to him<\/p><p><span style=\"text-decoration: underline;\"><strong>V. MODE OF APPLICATION<\/strong><\/span><br \/>Qualified candidates may collect the application form during working hours at the Food and Agricultural Research and Extension Institute, Head Office, Reduit or may download the application form from the website of FAREI (farei.mu).<\/p><p><span style=\"text-decoration: underline;\"><strong>Instructions to candidates are:<\/strong><\/span><br \/>1. Only application made on the prescribed form will be accepted.<br \/>2. Incomplete, inadequate or inaccurate filling of the form will lead to disqualification and elimination of the candidate.<br \/>3. Applicant should possess all certificates\/qualifications at time of application.<br \/>4. Copy of certificates and Identity Card must be attached to the application form.<br \/>5. Documentary evidence will have to be submitted for experience claimed &amp; should be attached at the time of application.<br \/><strong>6. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, <span style=\"text-decoration: underline;\">by the closing date.<\/span><\/strong><br \/>7.
